In the game Unrest, two players are pitted against each other in an asymmetric struggle for control over five City Districts. On the Rebellion's turn, they select two adjacent City Districts and play a total of three cards: two face down and one face up. The Empire then has the opportunity to utilize two of their Power Tokens. Afterwards, the Rebellion distributes their cards to the chosen City Districts. The Rebellion's goal is to liberate three City Districts by completing any of the Mission Objectives, which would secure their victory. However, if the Empire manages to deplete the Rebellion's deck, they will emerge victorious.
